When MSR Applies — HDB and EC Buyers
MSR is the binding constraint for HDB and EC purchases. Even if your TDSR shows you can afford a $1.5M mortgage, MSR caps you at 30% of gross income for the mortgage payment alone. For most HDB upgraders, MSR — not TDSR — is what restricts purchase price.
MSR Worked Example — $10K monthly gross income
- Max mortgage payment: $10,000 × 30% = $3,000/month
- At 4% stress rate, 30-year tenure: $3,000/month → $628,000 max loan
- With 25% downpayment: $628,000 ÷ 0.75 = ~$837,000 max property price
When TDSR Applies — Private Property Buyers
TDSR is the binding constraint for private condo purchases. There’s no MSR on private property, but TDSR includes ALL your debts — including car loans, credit card minimum payments, personal loans, study loans, and any other property mortgages.
TDSR Worked Example — $15K monthly gross income, no other debts
- Max total debt servicing: $15,000 × 55% = $8,250/month
- At 4% stress rate, 30-year tenure: $8,250/month → $1,729,000 max loan
- With 25% downpayment: $1,729,000 ÷ 0.75 = ~$2,305,000 max property price
Same income, $1,200 monthly car loan
- Available for property: $8,250 − $1,200 = $7,050/month
- Max loan: $7,050/month → $1,477,000
- Max property price: ~$1,969,000
- Car loan reduced your max property price by $336,000
The “Stress-Test 4% Rate” — Why It Hurts
MAS requires loan eligibility to be calculated at 4% interest, regardless of the actual rate offered. Even if your bank offers 3% on a fixed-rate package, the 4% stress test is what TDSR/MSR uses. This artificially compresses your max loan by 5–10% relative to actual mortgage payments.
Common Buyer Mistakes
- Assuming TDSR alone applies on EC. EC buyers are bound by MSR (30%) — and TDSR is checked too as a secondary cap.
- Forgetting credit card monthly minimums. A $5K credit card balance with 3% minimum = $150/month against your TDSR.
- Not closing car loans before condo purchase. A $1,200/month car loan can cost you $300K+ of buying power.
- Ignoring guarantor liabilities. If you’ve co-signed for someone else’s loan, it counts against your TDSR.
Pre-Purchase TDSR/MSR Optimization Checklist
- Pull your latest CBS report. Confirm what loans are showing.
- Pay down or close out high-rate debts. Credit cards first, then personal loans.
- Don’t take on new car loans within 6 months of purchase. Wait until after S&P signing.
- Top up CPF Ordinary Account. Doesn’t directly help TDSR but reduces cash needed for downpayment.
- Pre-qualify with 2+ banks. Different banks use different income recognition methodologies.
FAQ
Does spousal income count?
Yes — joint applicants combine gross monthly income. Both spouses’ debts also combine.
Does CPF income count?
Variable income (commission, bonus) is haircut by 30% in TDSR/MSR calculations. Fixed income counts at 100%.
What if I’m self-employed?
Banks typically use a 2-year average of declared income, with a 30% haircut for variability. NOA-based assessment is standard.
Can I appeal a TDSR rejection?
Banks can use guarantor income in some cases, or extend the loan tenure (up to 30 years for private, 25 years for HDB) to bring the monthly payment down within TDSR.
Do TDSR/MSR rules change?
MAS reviews periodically. The current 55% TDSR / 30% MSR / 4% stress rate has been in force since 2021. Buyers should assume current rules will apply.
