The Married-Couple ABSD Refund (SC Buyers Only)

One of the most under-utilised levers: SC married couples who buy a 2nd property as a matrimonial home (and who sell their 1st property within 6 months of the new purchase) can apply for a full ABSD refund on the 2nd-property ABSD.

  • Both spouses must be Singapore Citizens.
  • The 2nd property must be jointly purchased.
  • The 1st property must be sold within 6 months of the 2nd-property purchase (or 6 months of TOP if buying new launch).
  • Refund is paid out after the 1st property sale completes.

This is the difference between paying $400K ABSD upfront (and getting it back later) versus avoiding a 2nd-property purchase entirely. Plan accordingly.

The Foreign Buyer Reality

The 60% ABSD on foreigners (regardless of property number) is the most aggressive cooling measure in the regional region. Practical implications:

  • Foreigners on residential property in 2026 are typically (a) ultra-high-net-worth buyers for whom 60% is acceptable, (b) DTA-exempted nationalities (US, Switzerland, Liechtenstein, Norway, Iceland — pay 30% instead of 60%), or (c) buying through entity structures with specific tax-treaty positioning.
  • Foreign buyer demand at the standard 60% rate has compressed materially. Most foreign buyers now consider PR application before purchase.
  • Free Trade Agreement (FTA) exemption: nationals of US, Switzerland, Liechtenstein, Norway, Iceland — pay 30% (the SC 3rd-property rate) instead of 60%.

The PR Buyer Math — Why First Property Discount Matters

PRs pay 5% ABSD on first property — meaningfully below the 30% they’d pay on a second. This makes the first PR purchase the most efficient entry. Many PR buyers structure their property timing around exactly this: buy first while the lower rate applies, defer second until citizenship or until the math justifies the 30%.
